Changes in version 0.31:

The option '-F, --fec' now works with '-r, --append', '-A, --concatenate',
'-z, --compress', and '--delete'. This allows tarlz to update existing
recovery records and fec files automatically.

The option '-o, --output' now works with '-x, --extract'.

The new option '-O, --to-stdout' has been added as an alias for '-o -', for
compatibility with GNU tar.

The new option '--mode', which sets the file mode bits of the files being
added to the archive, has been added. (Suggested by Gregor themanwittaplan17).

The new option '--full-time', which makes tarlz print file times to
1-nanosecond resolution instead of the default 1-minute resolution, has been
added. (Suggested by Gregor themanwittaplan17).

The new option '--utc', which makes tarlz print file modification times in
UTC instead of local time, has been added.

The new option '--pad-damaged', which makes tarlz keep partially extracted
files and pad them with zeros up to the original file size, has been added.

'_TIME_BITS' has been defined to '64' to enable a 64-bit time_t on 32-bit
systems supporting it.

'make check' now tests '--diff' with '--ignore-metadata' if the system does
not fully support metadata (file mode bits and user IDs).

'make check' now tests only 32-bit dates on systems with a 32-bit time_t.
